Since the Opium War.China has experienced many upheavals in modern society.with a strong artillery Western powers invaded China,leading China into a semi-colonial,semi-feudal society. Many people of insight to achieve national unity and prosperity.made many progressive political thought.and has conducted a meaningful practice. Chen’s one of the people of insight. At the time of the historical background.he made many progressive ideas.including two aspects:First.the national unity of his thinking,he advocated by peaceful means to United in the form of provincial autonomy to achieve national unity and oppose the use of force;Second.he proposed local self-government ideas.put forward the people’s view of the country is a national assembly to explain the relationship between the people and politics.to encourage people to participate in politics,the establishment of government by the people.and advocate central and local decentralization.Under the guidance of these two ideas,he conducted a local self-government in Guangdong practice:implementation of the"county elected",although this practice ended in failure.but still has much to learn from the lessons;he developed a " draft provincial constitution".at the time point of view, is very progressive significance:under his dominant.Guangdong were the municipal building.and the reform of the education system,these have had a positive influence in Guangdong.Guangdong process for the modern left the worth learning from footprints.
