With the reform and opening up,A great achievements has been made in China’s economic development.The level of industrialization and urbanization has been constantly improving.Infrastructure construction of public welfare projects,such as water conservancy projects,transportation projects and municipal projects,has been constantly improved.But with the massive expropriation of land,the problem of compensation and resettlement of immigrants becomes more and more complex,and the contradiction of land expropriation becomes more and more prominent.Land expropriation has become a major problem in the construction of flood control projects.This article summarizes the role of the government in the land acquisition and resettlement work at home and abroad,combines the relevant concepts of the role of the government in urban flood control projects,and based on the entrepreneurial government theory and the new public service theory,passes the method of field investigation.The policies adopted and the results obtained in the flood control and drainage project in Wuzhou City are summarized,and the problems of offside,missing,and dislocation in the role of local government are summarized.In the light of the existing problems,we further analyze the reasons for the defects of the government’s role.Finally,it is proposed that in the current stage of the transition from a planned economy to a socialist economy,on the basis of the"state-guided" or "government-led" intervention model,the country still adopts the model of intervention.Local governments should make good use of the six aspects of strengthening the legal society,fully implementing the role of coordinator,strengthening the construction of cadres,effectively safeguarding the rights and interests of immigrants,improving the system construction,and doing a good job in the supply of projects.Transforming the role of government.
