As a listed company, Zhongbei group is one of the biggest companies in Jiangsu transportation field. After 30 years of development, Zhongbei group has been a specialized and diversified integrated group of companies which has the excellent asset quality. Its business extended to taxi, car service, real estate, electric power, tourism, driving training fields, and try to investment in other exploration.With the advent of a new era of big data business, the development of the Internet technology bring unlimited development potential to the modern era.At the same time, it has bring the threaten to the traditional service industry. Taxi-hailing apps have been capture the market quickly, the service of private car impacts on the taxi industry directly. In the face of more complex and competitive market, the most important problem is how to maintain the core competitiveness. So we need to develop a strategy to adapt to the new environment and the requirements of the new situation.This thesis described the new situation and Zhongbei group’s problems by the use of PEST analysis, competitive analysis and on-the-spot investigation method. Followed by the use of SWOT analysis,setting company’s development strategy to clear the development direction, including taxi operation, organization structure optimization, the automotive service market development. At last, this paper defines problems the group should pay attention to in the implementation of the development strategy and establish control model election. Enterprise’s strategic management pointed out the direction, built the foundation of the core competence. It has a strong practical significance.
