Currently,in China, more and more railways in urban area are abandoned due to urban area expansion and urban industrys reorganization and redistribution.To effectively reuse these railways, this paper develops a model using the theory of value engineering to evaluate different possible alternatives of reutilization.Based on the benefits and costs of reutilization alternatives, performance indices are first indentified.Then the theory of value engineering is applied to establish the evaluation model to calculate the value index of each alternative.The alternative with the highest value index is the optimal alternative.A case study of the Old Huainan Railway Line in Hefei is used to demonstrate the application of the proposed method.It is shown that the street car alterative is the best for the reutilization of the Old Huainan Railway Line.In addition, the evaluated benefit and cost are consistent with the practice of the reutilization of this railway, which further demonstrates the effectiveness of the proposed method.
