供给侧改革视角下的土地规划浅析

【摘要】

：

耕地流转有利于促进土地资源的集约节约利用,有利于增加农业生产效益,是发展我国现代农业的重要途径,但是在耕地流转过程中出现了令人担忧的过度“非粮化”现象.本文在对耕地流转“非粮化”进行现象分析的基础上,探讨了诱发其产生的经济、政治政策、法律制度、社会人文方面的原因,并提出相应的对策建议以遏制耕地流转过度“非粮化”趋势.
