：

化工业的快速发展和大众媒介的广泛传播,公众不时处于对化学火灾、爆炸、毒气泄露等突发灾难性事故的震撼中.传媒以及传统的安全法规把重点放在人员伤亡的数据上,常忽视事故产生的深层起因是化工过程的失控.过程安全领域的立法和实践从“过程安全管理”和“过程安全技术”两个方面展开，以“过程安全管理”为题的法律性规范在工业化国家有着二十多年的发展历史。
