国家开发银行和国家开发投资公司对新建项目进行投融资,都要求项目企业法人用现代企业制度来规范运作。现代企业制度的基本特征是:产权明晰、权责明确、政企分开、管理科学。我国水电建设管理体制的发展趋势是:单个项目的有限责任公司向河流、河段开发有限责任公司发展,再改组为股份有限公司。水电项目前期工作阶段属政府行为,项目立项开工后属企业行为。水电项目企业法人以概算为基本,以合同为主线,对项目造价进行管理。在工程造价管理中,政府、投资方、企业法人、监理单位、承包商,都是控制工程造价的主体,各负其责,互不代替。
Both the State Development Bank and the State Development and Investment Corporation invested in and finance new projects, and all require that the project enterprise legal persons use the modern enterprise system to standardize their operations. The development trend of China’s hydropower construction management system is that: a limited liability company of a single project develops to a river and river section development limited liability company and then reorganizes into a joint stock limited company. The preliminary stage of the hydropower project is a government activity. After the project is started, it belongs to the enterprise behavior. Hydropower project corporate legal person as the basic budget, the contract as the main line, the project cost management. In the project cost management, the government, investors, corporate entities, supervision units, contractors, are the main control project cost, each responsible for, instead of each other.
