原国家计划委员会、国家经济贸易委员会、电力工业部、建设部以急计交能（１９９８）２２０号文《关于发展热电联产的若干规定》的通知发布后，大家奔走相告，复印学习，认真阅读、领会精神实质。有的相互讨论，有的办学习班，学习、贯彻。作者为这个文件的出台十分高兴，它标致着我国热电事业发展的一个新阶段———今后有章可循，走上健康发展的道路。在学习之余，写点心得、体会和建议供同仁们参考。
After the notice was issued by the former State Planning Commission, the State Economic and Trade Commission, the Ministry of Power Industry, and the Ministry of Construction in the form of an urgent plan to deal with energy (1998) No. 220, “Provisions Concerning the Development of Cogeneration”, we rushed to report and copy and study. Carefully read and understand the spirit. Some discuss each other, and some organize classes to learn and implement. The author is very pleased with the introduction of this document. It marks a new stage in the development of China’s thermal power industry—there is a chapter to follow and a path to healthy development. In addition to learning, I have written, learned and suggested for my colleagues.
