Non-Governmental Organization (NGO) that is regarded as a non-profit voluntary organization has been playing a more and more vital role since it took part in the antipoverty work in China.At present,nongovernmental organizations which are engaged in aiding the poor in the countryside include international ones,domestic ones,nation-wide and area-wide ones.Some are helping the poor independently.The others are cooperating with governments or other non-governmental organizations to help the poor areas develop.Non-governmental organization adopts the mechanism of helping the poor which is based on the assistant of organization,the main part of the impoverished,democracy from bottom to top,under this new kind of mechanism of helping the poor,this idea,the implementation of project,management and surveillance of nelping the poor are expressing the thought of "humanist",highly attaching importance to the participation of impoverished population and enhancement of the ability.In the project of helping the poor,non-governmental organizations took another new mechanism of helping the poor and is also playing more and more vital role in the process of helping the poor in our country,which surpasses helping the poor characteristic by the government administration.The non-governmental organizations depend upon the market mechanism and take the voluntary principles in order to introduce resources into the domain of helping the poor which the government can not mobilize.Nongovernmental organizations are more effective than the government by far in the resources utilization ratio of helping the poor.In the process of implementation project,non-governmental organizations draw even more close to the impoverished population,and attach importance to raise and develop the ability of the impoverished population;they have more intense intrinsic innovation impulse than the government.Non-governmental organizations have more flexibility and compatibility than the governmental administration system in helping the poor.Non-governmental organizations participate in the helping the poor,not only make up the flaw in some kind of degree,but also promote to reform the government administrative system,which impels the small government,the big social pattern formation under market economic system.At the same time,it forms the idea of the universal cooperational love and social atmosphere of the warmhearted public welfare society,which promotes moral level of the entire society and pushes the government to realize to slow down and eliminate impoverishment.
