我国可持续发展的能源发展战略,可概括为“科学、绿色、低碳能源战略”。“科学”是指在科学发展观指导下,在科技进步的支撑,实现节能提效基础上的科学的能源供需平衡;“绿色”(环保)是指实现环境友好的能源开发和利用;“低碳”是指明显降低温室气体排放强度并控制温室气体排放的增长。污染排放和温室气体排放是两个不同的概念,因而,绿色和低碳也是两个有差异的概念,但在中国能源的具体情况下,二者在工作方向上高度一致:走向绿色和走向低碳并行不悖。中国的科学、绿色、低碳能源战略可概括为:加快调控转型,强化节能优先,实行总量控制,保障合理需求,优化多元结构,实现绿色低碳,科技创新引领,系统经济高效。它由以下六个子战略构成。
The energy development strategy of sustainable development in China can be summarized as “science, green and low-carbon energy strategy.” “Science ” refers to the scientific balance of energy supply and demand under the guidance of the scientific concept of development under the support of scientific and technological progress and the realization of energy-saving and efficiency improvement; “Green ” means environmental friendly energy development and Use; “low carbon” refers to a significant reduction in greenhouse gas emissions intensity and control of greenhouse gas emissions growth. Pollution emissions and greenhouse gas emissions are two different concepts. Therefore, green and low-carbon are two different concepts. However, in the specific case of China’s energy, both are highly consistent in their work direction: towards green and toward low Carbon goes hand in hand. China’s scientific, green and low-carbon energy strategies can be summarized as: accelerating the regulation and transformation, strengthening the priority of energy conservation, implementing total quantity control, guaranteeing reasonable demand, optimizing diversified structures, leading green and low-carbon technologies, leading the innovation of science and technology, and being economically efficient. It consists of the following six sub-strategies.
