　　As the countrys weak industry,agriculture is the most important victims of natural disasters.At present,China?s agricultural catastrophe risk insurance mechanism still has some disadvantages.Its ability of fighting against catastrophe risk is so weak that it?s urgent to build a scientific and effective mechanism for risk diversification.Based on the analysis of our existing decentralized mechanism for catastrophe risk and the advanced experience of United States and Japan,we propose to build a diversity catastrophe risk insurance mechanism idea and framework,which is government guided,business operated,financial supported and reinsurance and capital market supported.
