中小型水利工程建设的质量控制,是整个工程建设中的难点,也是关键。影响工程质量的诸多因素中,施工单位的质量控制是主体,业主及管理各方要为施工创造必要的质量保证条件。业主负责制、工程监理制和施工招标投标制是一整套建设制度,不可偏废,要加强施工过程的质量控制。参建各方应转变观念,各负其责,做好协调工作。
The quality control of the construction of small and medium-sized water conservancy projects is the difficulty and the key in the whole project construction. Among the many factors affecting the quality of the project, the quality control of the construction unit is the main part, and the owners and management parties should create the necessary quality assurance conditions for the construction. Owners responsible system, project supervision system and construction bidding system is a set of construction system, can not be neglected, to strengthen the quality control of the construction process.
