Promoting productive and successful aging has become the main concern for social workers and gerontologists in most of the ageing societies. It is felt that lifelong education should be viewed as an important and effective strategy for any ageing society, such as Hong Kong, so as to respond to the various challenges the ageing population may bring to its social, political and economical arena as well as enhancing the seniors quality of life.In 1980, the S.K.H Holy Carpenter Church Institute of Continuing education for the Seniors was established to promote elderly education so as to assist our seniors to achieve successful ageing, productive ageing and health ageing.Recently, the Institute had focused itself on promoting "social participation education"."Social participation" is seen as one of the lerning needs of the elderly. For instance, Havighurst (1963) developed the Activity Theory and stressed that one of the developmental tasks for the elderly is to develop social and citizen roles. One of the contributions of Howard McClusky, who was known as the father of education for older people, was his thinking of five distinct learning needs, including the influence needs—desire for political skills and wisdom and to exert influence on social affairs. At the same time, "participation" was officially acknowledged by the World Health Organization as one of the three pillars of a policy framework for active aging. In view of the above conceptions, the Institute determined that its further development will be emphasized more on promoting seniors social participation education. This paper will describe a social education project impleted by the Institute which had adopted the framework of"Aged-Friendly Community" as put forward by the W.H.O in 1995 and the participatory intervention strategy.
