Lager numbers of inter-basin water transfer (IBWT) projects are either operational,under construction,or proposed all around the world to alleviate water resources shortage.However,despite its high cost and massive displacement of local population,construction of the diversion project,especially the mega inter-basin project has elicited great controversy as its significant risk and vulnerability regarding future climate change.In this paper,we present an approach that quantify the vulnerability of South-to-North Water Transfer Project (SNWTP) in China to changing climate that integrate a new performance indicator into the bottom-up vulnerability assessment framework.
