我国森林法已从1985年1月1日起正式执行。森林法规定:国营林业企业事业单位和自然保护区,应当根据林业长远规划,编制森林经营方案,报上级主管部门批准后实行(摘自森林法第十三条),但是,林业企业事业单位和自然保护区如何编制森林经营方案?编制什么样的森林经营方案,则还是一个没有完全解决的问题。本文拟对此谈一些肤浅的认识,以求引起关心这一事情的同志们更广泛的讨论。一、林业企业事业单位和自然保护区必须编制森林经营方案:
