上海外滩通道改造工程风险管理简述

上海外滩通道改造工程位于黄浦区、虹口区,为地下两层机动车道,是上海中心城区规划的三条南北向主干道的东线重要组成部分。本文以上海外滩通道改造工程为背景,本工程地质条件复杂,地下管线及障碍物众多,通道近侧存在大量需进行保护的老建筑物和构筑物,市中心区域施工场地狭小,北段首次采用目前国内最大直径14.27m土压平衡盾构施工,南段采用大开挖方式结合十六浦地区地下空间开发,开挖线路长,开挖深度深,施工难度大.本文对外滩通道实施过程中的风险管理流程、相关建设方的风险管理职责及设计施工中的主要风险点的评估控制进行了论述分析,提出风险控制措施及相应的结论建议,对今后类似工程建设的风险管理工作具有一定的参考价值.对于外滩通道工程的建设,业主单位组织相关各单位及有关专家在工程施工之前即开始着手开展风险管理的相关工作,对工程中存在的一系列风险点进行讨论分析,并在工程建设过程中督促施工单位将风险控制措施一一落实,充分发挥了风险管理防患于未然的作用,取得了良好的应用效果。
