Nowadays, in practice, with the failure of State-led models development and disillulion with trickle-down notions of growth, civil society, as one alternative, gains more welcome. Generally, civil society, is treated as representative of political and social freedoms,poverty alleviation, and empowerment of the poor and marginalized, way to enhance democratization. In theory, as Neo-liberalism advocates negative state, minimizes the role of the state, privatize of government, there should have some actors to fill the gaps created by the states retreat.
