eGovernment is a new frontier of thedevelopment of electronic commerce．Bill Gates was reported toclaim that eGovernment is an extremely exciting field of electronic commerce in a few years．Generally，eGovernment refers to the adoption of strategic information technologies in the publicsectors，which attracts more and more interests from many industries，governments,and universities．At present，almost all theories and guidelines related to the formation and implementation of eGovernment strategy was based on the experiences and cultures of developed countries．The paper proposes aframework for the comparative study of eGovernment strategies between developed and developing countries．
