改革开放以来,随着体制改革的深入和社会主义市场经济的逐步建立完善,中国社会结构正在由单一型社会向分化型社会变迁,整个社会出现剧烈、持续、深刻的分化,表现为社会异质性增加、社会不平等程度扩大、不和谐因素增加。此外,随着公民社会的兴起,公众参与热情的持续高涨,政府依法行政面临严峻考验。要解决这些问题,突破依法行政瓶颈与困境,地方政府必须不断进行管理创新。
