Over recent years,the regulation of radiation environmental safety in the utilization of mineral resources except uranium and thorium mineral resources has attracted much attention both in the international organizations and most countries.In China,the first national census of pollution sources in 2007-2009 indicates the regulation of radiation environmental safety in the utilization of mineral resources except uranium and thorium mineral resources is non-standard.Consequently,it is necessary to discuss and work up the regulatory aspects of radiation environmental safety in the utilization of mineral resources except uranium and thorium mineral resources.In the article,we firstly introduce the regulatory experiences of radiation environmental safety in the utilization of mineral resources in the international organizations (IAEA and ICRP) and some industrial countries (EU and US,etc.).Secondly,based on the characteristic and practice of radiation environmental safety in the utilization of mineral resources except uranium and thorium mineral resources in our country,we have worked out the first directory for the management of the radiation environment safety in the utilization of mineral resources,which also clarifies the model for the radiation environmental safety regulation in the utilization of mineral resources in China for the first time.At last,we suggest that the program which lies inside the first directory for the management of the radiation environment safety in the utilization of mineral resources should be compiled a special document of the radiation environmental impact assessment.Also,the completion approval and supervision on the radiation environmental safety should be carried out for the programs.
