It has been argued that one of the key factors of fast industrial development in Korea was e mbedded autonomy, the balancing combination of state apparatuses links with social actors and corporate coherence that endows its apparatuses with a certain kind of autonomy with which to transcend the interests of social forces in the formulation of goals and strategies.However, the previous research does not appear to fully explain the mechanisms or capacity f or achieving the embedded autonomy in Korea.By examining the industrial policy for promoti ng machinery industry, the authors argue that the active role of business associations and the Korean states multiple ties with diverse private actors contributed to the maintenance of healt hy embeddedness in society and business that screened special interests rent-seeking behaviors thereby helping government officials formulate the industrial policy froma broad and long-ter m perspective.Inside government, building a merit-based bureaucracy and multi-layered policy coordination mechanisms for industrial policy werebeneficial to increase the corporate coheren ce of the bureaucracy as well as to achieve state autonomy.More specifically, the institutionaliz ation of open meetings and the coordination mechanisms whose major characteristics were th e check-and-balance and the reciprocal mutual adjustment among ministries were critical in co mbining the embeddedness and the autonomy with balance.
