'Appropriate innovation':The role of the Second Round Reimbursement policy in development

　　This paper examines the Second Round Reimbursement (Er Ci Buchang) policy, a component of Chinas New Cooperative Medical Scheme, a centrally-driven rural health insurance scheme.The paper situates the SRR within the overall context of the NCMS and shows how the mechanism was locally developed and spread before being incorporated into national policy.
