The City of Toronto contains numerous multi-unit buildings (MUBs) that offer an advantage for recycling and an opportunity to reach closer to the goal of diverting municipal solid waste (MSW) as set up by the City of Toronto.However, multifamily residences pose a challenge in terms of providing cost-effective and expedient services to these types of dwellings.In the following paper the current method of waste management for Toronto and other municipalities in Ontario will be considered (3Rs, EFW and NETs) and a more reasonable diversion schedule (i.e.60% by 2006 and 100% by 2010) for the City of Toronto will be proposed.The current waste diversion efforts, such as, residential solid waste collection by-law, practices and pilot initiatives, as well as planned actions will be described.The information provided in this article will propose solutions for the multi-residential communities meeting this challenge and achieving high diversion rates with an effective use of resources.Due to the thriving multifamily recycling programs working in various communities such as the City of Guelph and New York City, as well as internationally such as Germany and Ireland, at the present there are solutions available that may be implemented.Such helpful initiatives that will be considered are using systematic thinking and thus employing supportive "hardware" (real tools or facilities) integrated with "software" (real but non-physical mechanisms) and "brainware" (innovative ideas) options.
