规划编制和管理的权成来源于其合法性。而其合法性来源于人民，通过分析和梳理城乡规划地方技 术规范所面临的法制和社会矛盾，提出构建原理、控制要素透明化和基于关系管理的城乡规划地方技术规 范体系，为推动实质性对话的公共参与和依法行政提供平台，从而实现规划自身的权烕性。
