In many countries, intellectual properties arising from the activities in the defense sector are often ridden with such problems as ambiguous ownership, lack of principles in interest distribution,difficulties in ownership transfer and utilization, etc.This paper proposes to classify defense intellectual properties into three categories as major, principal and ordinary.And based on this classification, it further proposes a classification-based defense intellectual property ownership and interest distribution management method based on identities of investor, level of importance, and forms of usage.
