宝珠寺水电工程建设历经计划经济和市场经济两个时期，长达１０ 年的时间是在计划经济体制下由施工单位“自营”建设，工期延长，导致工程总投资增加，特别是建贷利息和水库淹没补偿费成为电站投资控制的沉重包袱。随着水电建设管理体制改革的逐步深化，计划经济时期那种完全用设计概算管理投资的办法必须改变，水电建设项目业主在投资控制方面要真正体现业主负责制。
