In this paper，the author introduces an IO matrixthat is different fromtypical OD matrix，and it is suitable for describingthe distribution of traffic flowin a local network．Then the author puts forward an IO matrix estimation roodeland the algorithm(SQP Method)．In order to improvethe precision of the roodel，the author discussesseveral ways to correct the errors coming fromobservation，calculating method，and soon．At last，an example is presented，and theadvantage of this model is displayed accordingly．
