起诉书作为最为重要的检察文书之一,具有广泛的社会影响力,直接反映着办案质量,在一定程度上代表了检察机关的整体形象,因此深化起诉书改革工作,提高起诉书制作质量,意义重大。在起诉书改革过程中,应充分发挥其在检察文书整体改革中的先导作用,着力在规范制作模式、注明适用法律的具体内容、将量刑建议写入起诉书等几个方面进行重点研究与尝试,切实使起诉书的制作适应当代法制发展的要求。
As one of the most important prosecutorial instruments, the indictment has a wide range of social influence and directly reflects the quality of handling cases. To a certain extent, it represents the overall image of the procuratorial organs. Therefore, the indictment reform deepens and the quality of indictment making is enhanced major. In the process of indictment reform, it should give full play to its leading role in the overall reform of procuratorial instruments, focus on the following aspects: standardizing the mode of production, specifying the specific content of the applicable law, writing the sentencing recommendations into the indictment, etc. Attempts will be made to make the indictment production suitable for the development of contemporary legal system.
