We study theoretically spin-dependent transport of a topological-insulator planar junction between regions with and without electric field vertical to the Bi$_2$Se$_3$ thin film plane.We find that an appropriate electric field can result in a spin flip and chiral change of surface states,and close the surface channels,which gives rise to unilateral conduction of surface states tunneling through the planar junction.
