Carbon-14 is a cosmogenic radionuclide with the half-time period of life 5730 a.It arises from the interaction of slow cosmic neutrons with 14N.The annual production of 14C from cosmic ray neutrons is relatively constant and equal 1.4 PBq, resulting.the equilibrium activity in the Earths biosphere-12.8 EBq.The nuclear tests explosions from 1950s and 1960s produced additional 0.35 EBq.The nuclear energy production charge only 0.00086% of 14C activity established in the biosphere.From presented above it is clearly visible that the contribution of the enterprises for nuclear energy production to formation of radiation doses for people as a result of the emissions of 14*in atmosphere is very small in comparison with existing levels of doses from the natural content of given nuclide in environment.But the public does not want to recognize these facts.Further in the report are analyzed the reasons of such inadequate relation of a society to natural and artificial sources of radiation exposure among which it is possible to allocate mass conscience fear of man-made radiation and unjustifiably rigid regulation of radiation safety in nuclear industry.A retreat from conservatism in the sphere of radiation safety is not only and not so much a question of economics as a foundation for real safety.Conservatism in regulation, design, and construction which is based on inadequate hypothetical knowledge is a source of real risk for the safety of the general public and for the development of nuclear power.
