课题组通过研读国家医改文件、检索国内外文献、征询相关专家的建议,按照国家基本药物制度的总体要求,立足上海药品流通实际状况,围绕“减少流通配送环节,保障基本药物可及性,增强质量监管针对性”的改革目标,在充分借鉴外省市经验的基础上,对上海基本药物供应保障模式作了初步探索。本报告听取了上海市发改委、卫生、物价、医保等部门的意见。
