To provide basic and guaranteed public services to peasants is an important goal of building a new socialist countryside and an earnest look forward to the vast number of peasants. In recent years, tremendous efforts have been made by governments at all levels, which have obviously eased the supply shortage of basic public services in rural areas. However, the contradiction between the rapid growth of public demand in rural areas and the shortage of basic public goods supply and the serious absence of public services remains outstanding.
