党的十八大以来,从中央到地方的国土资源管理方针、政策不断强化节约集约用地理念和"严控增量、盘活存量"的用地导向,相关政策实践如雨后春笋.本文为推进土地利用方式转变,在对盘活存量建设用地的重要性和途径作一般理论分析的基础上,以苏州市吴中区为个案,梳理总结其近年来"盘存"方面的政策措施和经验成效,指出工作中亟待突破的瓶颈和可能存在的问题,结合区情实际提供，总结出了优化盘活存量建设用地的财税、地价政策，构建考核激励机制等方面的对策建议。
