为了尽快改变晋煤外运的紧张局面,大幅度提高晋煤外运能力,1983年3月铁道部在“晋煤外运铁路建设规划”中,提出了修建侯马至月山铁路的设想,使之建成为山西南部的强大外运通路,以适应山西省煤炭外运的形势。该线由我院于1982年12月完成方案研究报告,1983年6月进行了审查,1984年4月国家计委批复了设计任务书,1984年12月完成了全线初步设计。1985年4月在临汾进行了初步设计鉴定,5月在天津由部技术顾问委员会作了第二次审查,9月在沁水县由部专家组和有关单位进行了第三次审查。
In order to change the tensity of coal transportation in Sinotrans as soon as possible and improve the capacity of coal transportation outside the Shanxi Province greatly, in March 1983, the Ministry of Railways put forward the idea of building the Houma-Yueshan Railway in "Planning for the Construction of the Sinotrans- So that it will be built as a powerful embarkation route to the south of Shanxi Province to accommodate the situation of coal transportation in Shanxi Province. The line by our hospital in December 1982 to complete the program research report, conducted in June 1983 review, in April 1984 the State Planning Commission approved the design of the task book, in December 1984 completed the preliminary design across the board. In April 1985, a preliminary design appraisal was conducted in Linfen. In May, a second review was conducted by Tianjin Technical Advisory Committee and the third review was conducted by an expert group and relevant units in Qinshui County in September.
