关中地区城镇(村)雨水产汇流机制及其调控模式研究

  资料表明,自1978 年至2000 年,中国小城镇由2176 年急速增加到20312 个,22 年间增长了9.33倍.关中地区是我国西部传统的最重要的工农业生产基地,行政面积约为5.54 万km2,人口2366 万人,平均人口密度427 人.二十多年来,区内54 个区(县)级城镇获得了迅速发展,建成区和建设区面积不断扩大,加之区内村委会数目高达11299 个,使得关中农村城镇(村)用地总面积和占比不断提高,逐渐成为区域主导性土地利用类型之一.为了贯彻落实国家海绵城市建设、新型城镇化发展战略,充分、合理、高效地利用城镇(村)宝贵的雨水资源,缓解城镇化过程中面临的水资源短缺、内涝频发、排水压力大、渭河水系暴涨暴落、生态环境普遍退化等诸多资源环境问题,本文以水循环理论、水土保持原理及雨水资源化利用技术为指导,通过深入剖析城镇(村)的自然条件、土地利用与社会经济特点,揭示城镇(村)雨水产汇流机制及其人工调控焦点,并依据其下垫面性质、结构及其径流影响因素的地域差异性,分门别类地提出雨水径流调控(包含“滞留、入渗、蓄存、净化、利用”)的单项工程设施,进而构建适用集成型设施配置模式,以便更好地、有针对性地服务于关中地区的水土保持与生态建设事业.
