This China-Australia Accessible Environment Construction Seminar was held by the Chinese government and Australian Human Rights Commission together.It was greatly supported by both the Chinese and Australian governments as well as relevant departments, which also took part in it actively.24 representatives made special reports at the seminar and proposed the opinions that laws and regulations are strong guarantee to promote accessible environment construction, that policies and technical standards are powerful support for accessible environment construction, that demands of persons with disabilities for accessible environments should be actively responded, etc.After full discussion, the following five principled consensuses were reached at this seminar: 1.It is one of basic rights of persons with disabilities to enjoy accessible environments.Accessible Environments are important conditions for persons with disabilities to participate in social life fully.It is the responsibility of the government and the obligation of the society to provide good accessible environments for persons with disabilities.persons with disabilities should be entitled to enjoy good accessible environments.2.Accessible Environments do not accord with the level of economic and social development and individual needs of persons with disabilities have not yet been satisfied.The construction of accessible environments has made significant achievements in many countries.The environments where persons with disabilities participate in social life have been improved significantly.But compared with the level of economic and social development, the construction of accessible environments is still relatively backward and cannot meet individual needs of persons with disabilities comprehensively.3.In accessible environment construction, the role of persons with disabilities, organizations for persons with disabilities and non-governmental organizations cannot be replaced.The participation of persons with disabilities and organizations for persons with disabilities in making decisions,supervising and making opinions and suggestions for accessible environment construction is very conducive to increasing the scientific nature and applicability of accessible environment construction, and also raises the publics intuitive understanding of accessible environments, helping them further understand the importance of accessible environment construction.4.The international community should actively advocate the concept of accessible environment development, and should further emphasize that accessible environment construction is not only limited to facilities and information exchange, which also involves laws and regulations, technical standards,humanistic philosophy, social environment, etc.5.The international exchange on accessible environments should be strengthened under the guidance of the Convention.This seminar is of great significance in reaching consensus on accessible environment development, taking concerted actions to drive international accessible environment construction and promoting full performance of the Convention.Meanwhile, it is one of important principles of the Convention to strengthen international cooperation.
