农地质量下降会影响粮食供给的持续性和稳定性,农地保育应作为一种战略加以重视.美国、日本、欧盟有农地保育的较长历史,并取得较好的环境和社会效益.总结发达国家农地保育政策的历史、政策工具的运用机制、发展经验对探索我国农地保育政策的具体实现方式有较强的借鉴意义.从政策发展发向看,三地的农地保育政策与环境政策联系密切.在政策运作机制方面,除采用传统的政府规制方法,农地发展权买断机制、成本共享和收入补偿结合的经济激励机制、交叉遵守和承诺机制、个人和集体结合的合作机制等也得到广泛应用.对我国制定农地保育政策的启示包括:注重经济杠杆在农地保育管理中的运用;加强对土壤保育和发展环境友好型农业的认识;农地保育政策工具的多元化及适用性;建立农地保育的法律化管理体系;对农民提供土壤保育的教育和技术支持.
