The Grazing Forbidden Policy is a great measure to restore degraded pasturelands, but the perspectives and behaviors of local herdsmen also are very important for the policy to be successful in the resource regions of the Yellow River. This study used participatory interviews to understand the perspectives of local herdsmen in regards to how their livelihoods have been impacted and the ecological benefits of the policy. The results showed that herdsmen have come to realize the severity of degradation of the natural grasslands. However, there were many negative aspects of the policy, such as the lack of the herdsmens participation, the lack of flexibility in the governments compensation policy, low compensation standards, and the resettlement policy and substitution industry policy were problematic.Although the grazing forbidden policy has attained positive ecological benefits,it has affected the livelihoods of the herdsmen, and most of them thought that their Government benefits were not guaranteed and hoped to return to herding. To ensure the sustainability of the grazing forbidden policy in the resource region of the Yellow River, the government needs to establish a diversified compensation policy for the herdsmen.
