奥林匹克运动的核心价值在于通过倡导和推动体育锻炼提高大众的健康水平，实现这一核心价值的根本途径就是大力发展群众体育。群众体育是奥林匹克运动的本质内涵，发展群众体育是实现奥林匹克运动宗旨的重要途径。群众体育是竞技体育的基础，竞技体育的辉煌，以群众体育的大发展为支撑。大众参与和普遍健康水平的提高，使奥林匹克运动具有长久的生命力，也使得奥林匹克精神可持续地传承。北京市紧紧抓住筹办奥运会的历史机遇，站在促进人的全面发展的战略高度，通过加强规划引导和法律保障，促进了群众体育的跨越式发展，广大市民从体育健身中受益并以前所未有的热情参与奥运，为北京奥运会成功举办创造了条件，充分体现了奥林匹克与群众体育的良性互动发展。成功举办奥运会后，北京群众体育发展迈上了新台阶。未来，北京将继续抓好奥运场馆设施的开发、开放和有效利用，加大服务设施资源的整合力度，推动开展多元化的群众体育活动，创新群众体育服务的提供机制，制定完善更加符合北京特点、切实可行的计划与政策，加快建立覆盖城乡的体育公共服务体系，实现群众体育的持续快速健康发展。
