With the economic globalization and the internationalization of higher education,a new demand for social development and a change of needs of disciplinary development were initiated which require the reposition of College English in China.This paper suggests that College English in China should change towards English for Specific Purpose which intends to cultivate learners professional or academic English communication skills.However,since the first formal ESP training program in 1970,the demand for ESP teacher development exceeds supply worldwide.Based on learner-centered concept,this paper reviews the role of IT in the ESP teaching and puts forward the concept of learning information,and a PLE-ESP teacher development model which is tailored for Chinese ESP teacher development.With the belief of sharing information and resources,the goal of the PLE-ESP teacher development model is to build a framework for personal learning environment to realize ESP teachers autonomous learning by planning their own learning process,searching resources in their own interests,learning and reflecting on their own learning process and progress.
