社会公正视角下总规实施公众满意度评价研究--以济南市商河县为例

在新常态与新型城镇化的“双新”背景下,诸多国家政策文件的出台均将对社会公正的关注提升到了新高度.重新审视城市规划的公共政策属性,阐述其在维护社会公平正义中的重要性,针对当前中国在总体规划实施评估方面通常以空间发展实施匹配度研究作为评价标准的现状特征,分析公众满意度评价对于测度规划实施公正性的价值.梳理国内外关于公众满意度评价的研究方法和测度指标,借鉴运筹学思想构建公众满意度评价模型,参考相关研究成果遴选评价指标,通过模糊综合评价方法确定各指标权重,形成评价矩阵,根据模糊数学的隶属度理论把对评估对象的定性评估转化为定量评估.选取商河县城市总体规划实施评估作为实证研究,以公众感受为标尺,剖析规划实施过程的优劣,为搭建总体规划编制-实施-反馈-调整的动态循环机制补充关键环节.
