碳排放交易作为国际社会应对气候变化的市场机制手段被广泛应用,中国积极开展碳交易试点工作.本文对试点省市政策进行详细梳理在制度框架、市场效应以及履约环节进行比较.分析中国目前碳交易存在的问题,并基于国际经验和中国实际情况从增强碳市场的流动性,增强企业参与度、推进MRV建设及全国一体化进程方面提出对策建议.
