The Stackelberg duopoly is commonly regarded as the simplest dynamic game, and there exists an interesting result, the first-mover advantage.The government or department should find more efficient ways to help the second mover.The "minimal" quantum structure was also introduced into the Stackelberg duopoly in complete information [1,2,3], where the results showed that the positive quantum entanglement will enhance the first-mover advantage beyond the classical which will be unfair for thesecond mover since the first mover has the first-mover advantage due to the first choice.
