野生动植物资源(包括海洋资源及其产品)是人类可持续发展潜力的基础，也是全球各国的重要战略资源，鱼类等水产制品与全球5 亿人的生存和生计相关。我国自1981年正式加入华盛顿公约(CITES)后，已有124 种哺乳动物、149 种鸟类、56 种爬行类、2 种两栖类、28 种鱼类、456 种无脊椎动物和超过1370种植物被列入华盛顿公约附录，其国际贸易受到严格管制。
