引言决策是管理的核心。在依法行政的总要求下,是否规范决策程序,能否完整、公正地履行决策程序,归根到底是一个为谁决策、怎样决策的问题。现实中除了少数决策者因个人追名逐利的腐败行为导致决策失误外,更多的还是坚持了行政首长主导下的集体决策,这是由行政决策客体的公共属性所决定的。既然行政决策维护的是公众利益,那么就应该广泛征求包括专家、普通百姓、各阶层人士在内的群众意见和建议,
Introduction Decision-making is the core of management. Whether to standardize the decision-making process under the general requirement of administration according to law and whether the decision-making procedure can be implemented completely and impartially is, in the final analysis, a decision on who to make decisions on and how to make decisions. In reality, except a few decision-makers lead to policy-making mistakes due to individual chasing falsified corruption, more often they insist on the collective decision-making under the leadership of the executive head, which is determined by the public attribute of the object of administrative decision-making.
