The concept of proactive-optimization CR (POCR) is proposed to deal with the problem that the traditional assumption of "secondary user (SU) introduces no interference to the primary users (PUs)" in cognitive radio (CR)networks may become unrealistic as the CR devices becoming more and more intelligent nowadays.In this paper,we extend the concept by introducing cloud computing,forming the cloud-based proactive-optimization cognitive radio (CPOCR) network.Within this network framework,the action decisions of SUs are modeled as a partially observable Markov decision process (POMDP),and are optimized with the objective of maximizing their reward.Furthermore,extensive simulation results show that the proposed scheme improves the SUs reward significantly compared to the existing scheme.
