The Comprehensive Evaluation of Higher Education Efficiency is of great importance to the development of higher education.Based on mapping concept,this study tries to build a framework including education efficiency,education efficiency evaluation,and education efficiency evaluation system,mapping the educational input and output elements into a set,and compare the values figured out with the dimension set with deviation concept.In the end,this study gets a comprehensive evaluation system of higher education efficiency which can reflect all samples both in a big category concerning the whole higher education and in a small category concerning any single institution.
