This text regards production function as the target, use the input of enterprises (or the department)and output data to set up DEA model directly, through the technological progress state of every enterprise, it assess whole technological progress speed, every enterprise technological progress relative service life and also evaluates the shortened time and delayed time which is shorter or longer than the normal life.
