  Chinas iron and steel industry in the rapid development in the past decade,at the same time,there have some problems of overcapacity.If the steel problem excess capacity exists,why there are so many enterprises in the 2000–2011 is willing to enter this field? What exactly state of chinas steel production capacity utilization? This paper is with this question established a steel production capacity utilization index system,estimated the Chinas steel capacity utilization for the period 2000-2011 by the fuzzy comprehensive evaluation.The result shows that: In this period,Chinas steel capacity utilization is basically in the relative surplus,steel capacity utilization in a serious state of excess in the 2004 and 2005.The article suggests the central and local government intervention in industry development should be reduced,continue to deepen the reform of merger and reorganization of the steel industry,improve the statistical system and establish a statistical monitoring system.
