  为支撑深海远海搜寻救助系统总体规划编制,从履行职责公约、服务国家战略、应对突发事件、实现转型升级等方面,阐述了深海远海搜救系统布局研究进程与成果;从通信监控系统、搜救飞机及基地、搜救船舶及基地、扫测打捞装备等方面,评估我国深海远海搜救系统存在的问题和差距;从全方位覆盖、快速度反应、高效率处置等三个层面,制定并论证深海远海搜寻救助系统目标体系和配置思路。
